Projects and Partnership Manager

The Projects and Partnerships Manager will work closely with the CEO in the areas of project coordination, contract management, budget planning, technical tasks, partner communications and new business. He/she will report to the CEO of Weeyacom. The position is meant to assist with bringing in new business and its management, as assigned.

Project Management

  •  Draft and edit program reports for donors and clients, as needed.

  • Develop activity budgets and oversee financial management of project budgets; including creating budget forecasting and projections, tracking invoices and project finances.

  • Review monthly project expenditures, draft invoices and send invoices to clients.

  • Track and ensure timely submission of all deliverables, including in the assistance of reviewing, editing and finalizing all deliverables for submissions to client.

  • Be primarily responsible for project operations including billing, travel logistics, subcontractor and consultant invoices, and travel expenses.

Contract Management

  • Lead the internal approval process for contracts for services and procurement for the assigned project

  • Draft contracts for consultants, subcontractors, and service providers. Serve as primary reference point for contracting questions

  • Review basic legal issues for employment and procurement.

  • Ensure administrative and financial compliance with USG regulations, including regular review of the USAID ADS, FAR, AIDAR to ensure compliance.

Technical Tasks

  • Ensure project MEL plans developed and submitted.

  • Participate in quality assurance as assigned.

  • Assist with development of PMPs, program indicators, and other measurements.

  • Assist with communications, website and social media efforts.

  • Deliver any technical tasks as assigned.

Business Development and Partnership Management

  • Support new business and proposal preparation activities including direct contribution into technical and cost proposals.

  • Assist with recruitment of personnel and in-country partners.

  • Research legal and program implications for countries participating in programs.

  • Assist with writing and production of proposals.

  • Assist with partner contract negotiations and contracting.

Knowledge and Skill Requirements:

  • Bachelor's Degree in international relations, international development, business, economics or relevant field required.

  • Minimum of 5-9 years' experience performing project operations for USAID and other donor-funded projects

  • Knowledge in acquisition mechanisms, USAID ADS, FAR, AIDAR and other USG international regulations

  • Detail-oriented, experience developing/managing program budgets.

  • Positive attitude, empathy and ability to think creatively to find solutions and balance numerous projects simultaneously.

  • Willingness to travel as needed.

  • English fluency required. Knowledge and fluency of additional languages is a plus.

AM&E Training and Curriculum Manager

POSITION SUMMARY AND PURPOSE

Weeyacom is looking for an AM&E Training and Curriculum Manager who will, among other duties, support the socialization of the AM&E competencies, coursework, and certification levels in an effort to identify and support the training of all Department of Defense personnel belonging to the security cooperation AM&E community. This is a full-time position based in the Washington, DC area.

Minimum Qualifications

  • Bachelor’s degree.

  • Five (5) years of experience creating, coordinating, delivering, updating, communicating internally and externally, or overseeing the execution of M&E capacity building and formal training.

  • Ten (10) years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a department, agency or bureau of the US government, a national organization, an NGO/IGO, the UN, or private industry.

  • Three (3) years of experience in security cooperation or other areas of the Department of Defense with similar characteristics (i.e. engagement for foreign nationals for the purposes of gaining physical access, strengthening political will, or building capacity).

  • Familiarity with DoD Joint Doctrine and DoD Training and Education.

  • DoD Secret clearance.

Preferred Qualifications 

  • 5-10 years of experience in Security Cooperation or other areas of the Department of Defense with similar characteristics (i.e. engagement for foreign nationals for the purposes of gaining physical access, strengthening political will, or building capacity);

  • Master’s degree (or higher) and formal training or education in the field of assessment, monitoring, and evaluation or a related field;

  • 3 years of experience planning, executing, or overseeing policy or guidance for SC activities implemented under sections 332, 333, 1263, 342, 345, 401, or 2561 of Title 10, Chapter 16; and

  • DoD secret security clearance

POSITION SUMMARY AND PURPOSE

Weeyacom is looking for highly qualified Assessments, Monitoring & Evaluation (AM&E) Data Analysts to support the Defense Security Cooperation Agency (DSCA). The project will provide a broad range of assessment, monitoring, and evaluation (AM&E) support to DSCA. Project tasks will include desk and field research, analysis, data collection and visualization, strategy development, policy writing and coordination, distribution list management, AM&E capacity building, event organizing and facilitation, and administrative backstopping. 

Responsibilities

The AM&E Data Analysts will support DSCA in carrying out analyses that stay up to date with emerging AM&E techniques, tools, and approaches in specific subject matter. The Data Analysts will also:

  • Provide day-to-day research, analysis, and support program services

  • Conduct field evaluations

  • Provide technical and strategic guidance on AM&E

  • Manage AM&E projects and tasks as assigned

Desired Qualifications

  • Relevant Bachelor’s degree,

  • At least 3 years of AM&E experience, including analyzing and summarizing disparate information in a clear and concise manner, drafting data collection methodologies, creating organizational work plans based on higher-level goals, leading and coordinating multiple offices through multiple step processes without being a direct supervisor, and supporting staff with a variety of levels of knowledge and capabilities.

  • Oral and written communication skills to deal effectively with mid and high-level partner contacts, the host government, and local communities.

  • Ability to apply government agency regulations and procedures related to controlled unclassified information and foreign disclosure to daily work requirements.

  • Excellent computer skills, including word processing, spreadsheet programs and data base management.

  • 2 years of AM&E experience in one or more of the following subject matters: Counterterrorism operations; Counter weapons of mass destruction operations; Counter-illicit drug trafficking operations and counter-transnational organized crime operations; Maritime and border security operations; Military intelligence operations and Operations or activities that contribute to an international coalition operation that is determined by the Secretary to be in the national interest of the United States; Air domain awareness operations; Cyberspace security and defensive cyberspace operations; Humanitarian assistance and demining; Small-scale construction associated with any of the above mission areas; Security Sector Governance (both across each of the above program areas as well as through distinct programs focused solely on Security-related institutions that span these broad program areas)

  • Eligibility for a DoD Secret clearance

Preferred Qualifications

  • Around 5 years of experience and knowledge of public policy and operations,

Responsibilities

Minimum Qualifications

  • Secret clearance.

POSITION SUMMARY AND PURPOSE

Weeyacom is looking for Facility Security Officer. FSO will process and review personnel security clearances and maintain all security documentation, files, and clearance and suitability rosters in accordance with government requirements. FSO should have general knowledge of security practices with emphasis in personnel, physical and/or industrial security. Experience may be broad based, crossing multiple markets (e.g., government, industry) and may also include relevant and associated certifications and knowledge of applicable tools, methodologies, or best practices. Must be able to develop and maintain operational plans and policies. Capable of using devices, procedures, and best practice method to ensure the safeguarding of classified information, property and materials.


PRIMARY RESPONSIBILITIES

  • Develop, update, enforce security procedure and instruction.

  • Ensure compliance with government and company security policies and procedures.

  • Review all security paperwork for accuracy, completion, and submission.

  • Provide guidance and instruction to employees to ensure completion of security paperwork.

  • Implement physical and information security requirements to ensure compliance

  • Maintain all security documentation and files in accordance with NISPOM requirements.

  • Provide security support to Human Resources, Contracts, and Proposal teams.

  • Provide security briefings, for new and exiting employees.

  • Reporting violations of security protocols.

  • Screen all visitors.

  • Investigate security violations and incident reports and draft a final report specifying preventive/correction action(s) taken, if any.

  • Coordinate periodic investigations.

  • Develop and administer security training, security awareness session and self-inspections.

  • Perform access control activities including managing badges, access cards and visit requests.

  • Act as primary contact for DSS audit

  • Other duties as assigned.

Required Qualifications:

  • Bachelor's degree preferred

  • 4+ years prior experience as FSO or AFSO

  • Must be a US Citizen

  • Must be familiar with present day security issues

  • Knowledge of the National Industrial Security Program (NISP)

  • Proficient computer skills with Microsoft Office

  • Strong administrative skills

  • Strong and oral written communication skills.
